On September 5, 1905, a Japan-Russia conference was held in Portsmouth, USA.
As soon as Japan had subjugated Russia, which prided itself on being the strongest country in the world,
interest in Japan exploded around the world.
At that time, Britain saw the driving force behind Japan's development as the power of moral education based on the Imperial Rescript on Education.
"A nation with an educational spirit consistent with the Imperial Rescript on Education
will be able to dismiss any difficulties it faces as an evolutionary event and will never stray from the great path of progress...
This patriotic and courageous nation will continue to evolve in education,
and as a result, with the spirit so eloquently expressed in that great rescript, it will progress through the course of national development."
He praised the Imperial Rescript on Education highly, saying,
"Here we can find a fine example of a dignified, thoughtful, and moving appeal."
